The meeting was called to order at 7:03 pm
Homeowner comments
There were no homeowners in attendance. The Board did note that there had been discussion about interest in alternative roofing materials. As the Amended and Restated Declaration of Covenants, Conditions, Restrictions, and Easements for Wineberry Homeowners’ Association,” hereinafter Covenants, “require all roofs to be cedar shake shingles,” this restriction would require an amendment to the Covenants.
To begin consideration for amendment, there would need to be a proposal for amended language that includes details on the proposed materials. Such an amendment requires approval of ¾ of Homeowners and consideration of all mortgagees and lien holders.

Security Cameras
The Board evaluated an example of a solar security camera that could be placed at the neighborhood exits that would be able to record vehicles leaving the neighborhood. Video would be available to aid the investigation of a security issue. With the type of camera assessed, it was unclear if it had the required resolution or if there was an appropriate place for mounting for both monitoring purposes and solar charging. The camera will be tested with further information discussed at the next meeting.
New Business
HOA Backflow Testing
Alfa Backflow, the service provider that worked with the HOA last year, has agreed to provide backflow testing to Wineberry Homeowners at a price of $81. The Board agreed and will communicate details of obtaining the testing service to the Homeowners.
Open Board Position
Andy Payne, Vice President, notified the Board that he was in the process of relocation and needed to resign from the HOA. The Board recognized his contributions and wished him and his family well in their move.
The Board will consider an interim appointment from an interested Homeowner volunteer. If necessary, the Board can continue with 4 members until the election in October.
Accounts Receivable, Overdue HOA Dues Assessments
Due current Illinois law, assessment of late fees can only be assessed in conjunction with a billing cycle. As the HOA only bills once a year (not monthly), the Board approved raising the late fee assessment to $100, as allowed by Section 3.7 of the Covenants, which would only be assessed once per annual billing cycle.
There were 20 Homeowners who still have not paid 2022 dues assessment and one other Homeowner who owes for the past 3 cycles. It was noted that there had been some issues related to the HOA not having the most current email as well as with matching Zelle payments to homeowners, so some reconciliation work continues. Late fees will be assessed as of 01 April.
A paid assessment letter is required to sell a property and one cannot be issued with there are outstanding dues assessment payments, i.e., all dues and late feed must be paid prior to a real estate closing and transfer of ownership.
2022 Financials
The financial report is due to Homeowners by 01 April. The income statement and balance sheet are in the process of being finalized.
